David E. MacLellan, President/CEO
David MacLellan is a graduate engineer, Licensed General
Contractor (B), Licensed Real Estate Salesperson, and principal
author of four books on residential construction quality and
maintenance published by MacLellan Media, Inc. He has 35 years’
experience in home construction and real estate transactions.
Mr. MacLellan also serves as CEO of The Building Standards
Institute. Mr. MacLellan is a Certified Mediator (University
of Oregon School of Law), serves on the Panel of Arbitrators
for the American Arbitration Association, is a Partition Referee
in the California Superior Courts, serves on the CBIA Construction
Dispute Resolution Task Force, and is past President and Director
of the Northern California Homebuilders Association, Eastern
Division.
Mr. MacLellan has been responsible as a principal for constructing
18 residential projects currently valued at $300 million.
His responsibilities include planning, design, construction,
finance, marketing and community association administration.
He is a winner of the AIA and Urban Land Institute Award for
Architectural Planning, three MAME awards for design excellence,
and the William Watson Memorial President’s Award from
the HBANC (2002).

| Richard
T. Edwards, VP of Operations
Dick Edwards is a Licensed General Contractor and has
been working in the field of construction and engineering
for more than 20 years. In 1999 Mr. Edwards was hired as a
Building Inspector and quickly became the Northern California
area manager and was promoted to Vice President of that division.
He oversaw a six fold increase in staff and a doubling of
division revenue for 3 consecutive years. While working as
an inspector and manager, Dick accumulated a number of certifications
as a building inspector.

Dick is also a certified Post-tensioned concrete reinforcement
inspector and AAMA certified window installer. Mr. Edwards
graduated from the University of Wyoming and holds two undergraduate
degrees in the fields of Psychology and Natural Science/Mathematics.

Landen, Chief Financial Officer
Fran Landen is responsible for the firm’s financial
activities and overall office management. She has more
than 25 years of accounting experience serving as Financial
Manager, Full-Charge Bookkeeper, and Accounting Supervisor.
Responsibilities include fund management, account reconciliation,
preparation of various financial statements, quarterly and
annual reports, reserve studies and annual budget projections.
She is also responsible for Accounts Payable and Accounts
Receivable. Her background includes responsibilities for accounting
and general office set-up for several start-up organizations.
She has trained, motivated, and supervised office staff in
administration and customer service.
Ms. Landen graduated from the University of California, Berkeley
with a Bachelor’s of Science.

Samuel A. McInnis, Southern California, Division Manager
Sam is a former Building Inspector with the County of
Riverside, California and a former Haz-Mat Inspector with
the city of Huntington Beach. Sam holds eight professional
certifications in building, electrical, plumbing, mechanical,
concrete, and ETAC Haz-Mat. After working 5 years as a
carpenter, and a decade as an Inspector, Sam transitioned
into sales and marketing. As a well known figure in the Southern California third party inspection profession, Sam brings his reputation and energy to meld with Pacific InterWest’s established processes. Sam developed and moderated quality
control management training courses and recently implemented
and chaired the Quality Control Education Committee for
the BIA of Riverside County. Some of Sam’s certifications include;

Shaundra Mangini, Operations Manager
Shaundra is accountable for the office management of PIW’s Southern California office location. Her main responsibilities are the daily processing of all inspection documentation and reporting, and the distribution of various weekly reports. Her previous experience includes the title of Office Manager for two construction companies in the Riverside area, as well as Staffing Consultant/Account Executive for a staffing agency in Chino Hills. She graduated from Riverside Community College with an Associate’s Degree in Business Administration and is currently working on transferring to a university to continue her education.

Rosann Moulis, Broker, Operations Coordinator
Rosann brings to Pacific InterWest a wealth of skill and knowledge from over 30 years of experience selling real estate locally. A licensed California real estate broker and the broker of record for Pacific InterWest, Rosann has been part of the successful conversion of over 600 apartment units in to individual homeownerships.
More recently, she has been an expert witness in court and arbitration cases establishing property valuation. She has worked on large land acquisition projects in the Livermore Valley and has worked closely with local builders. She participates in the Home Builders Association of Northern California and the California Building Industry Association, and is aware of the issues that affect the home builder.

Suzanne Schmidt, Accounting Assistant
Suzanne Schmidt is primarily responsible for billing, accounts receivable and insurance compliancy as well as providing backup support for other departments at Pacific InterWest. She has experience as a legal assistant and legal secretary. For 13 years, Ms. Schmidt has managed the office of their family’s construction company, performing a full range of duties including customer service, A/P, A/R, data entry, contract administration and payroll.
As the mother of two, Suzanne is very active in her children's school activities, and volunteers to assist during swim team and baseball season.
