David E. MacLellan, President/CEO
David MacLellan is a graduate engineer, Licensed General Contractor (B), Licensed Real Estate Salesperson, and principal author of four books on residential construction quality and maintenance published by MacLellan Media, Inc. He has 35 years experience in home construction. Mr. MacLellan also serves as CEO of The Building Standards Institute. Mr. MacLellan is a Certified Mediator (University of Oregon School of Law), serves on the Panel of Arbitrators for the American Arbitration Association, is a Partition Referee in the California Superior Courts, serves on the CBIA Construction Dispute Resolution Task Force, and is past President and Director of the Northern California Homebuilders Association, Eastern Division. Mr. MacLellan has a California General contractor’s license, is a licensed Oregon inspector and has an Oregon Specialty contractor’s license.
Mr. MacLellan has been responsible as a principal for constructing 18 residential projects currently valued at $300 million. His responsibilities include planning, design, construction, finance, marketing and community association administration. He is a winner of the AIA and Urban Land Institute Award for Architectural Planning, three MAME awards for design excellence, and the William Watson Memorial President’s Award from the HBANC (2002). Mr. MacLellan was inducted into the California Homebuilding Foundation Hall of Fame in June 2011.

Scott M. Foster, AIA, LEED® AP, Senior Vice President
Scott Foster is a licensed architect with over 25 years of design, construction administration, and loan monitoring experience. An early career position with a residential design/build contractor steered him toward the construction phase of the industry. Scott had the satisfaction of being on the architectural design team at Keyes Condon Florance for the National Building Museum in Washington, DC, and continuing on as the architect’s representative for several years of phased construction, seeing that project from inception to completion. He has worked as the on-site representative during construction for several large national architectural firms including Ellerbe Becket, HOK, and Pei Cobb Freed & Partners on high-profile projects such as the Reagan World Trade Center/ Federal Triangle, National Air & Space Museum at Dulles, the IMF Headquarters building, the American Red Cross Headquarters, and the Ritz Carlton Hotel and Residences, all in the monumental core of Washington, DC. Prior to joining Pacific InterWest, he was a third-party loan monitor and construction inspector for several of the world’s largest commercial lending banks, reviewing developer’s loan disbursement requests against the on-site construction progress of many large commercial, hotel, condominium tower, multi-family, and resort projects including One Rincon Hill and The Infinity in San Francisco, City Center and Wynn Resorts in Las Vegas, and the LEED platinum First & Main office tower in Portland, OR.

Landen, Chief Financial Officer
Fran Landen is responsible for the firm’s financial
activities and overall office management. She has more
than 25 years of accounting experience serving as Financial
Manager, Full-Charge Bookkeeper, and Accounting Supervisor.
Responsibilities include fund management, account reconciliation,
preparation of various financial statements, quarterly and
annual reports, reserve studies and annual budget projections.
She is also responsible for Accounts Payable and Accounts
Receivable. Her background includes responsibilities for accounting
and general office set-up for several start-up organizations.
She has trained, motivated, and supervised office staff in
administration and customer service.
Ms. Landen graduated from the University of California, Berkeley
with a Bachelor’s of Science.

Samuel A. McInnis, Southern California, Division Manager, Independent Contractor
Sam is a former Building Inspector with the County of
Riverside, California and a former Haz-Mat Inspector with
the city of Huntington Beach. Sam holds professional
certifications in building, electrical, plumbing, mechanical,
concrete, and ETAC Haz-Mat. After working 5 years as a
carpenter, and a decade as an Inspector, Sam transitioned
into sales and marketing. As a well known figure in the Southern California third party inspection profession, Sam brings his reputation and energy to meld with Pacific InterWest’s established processes. Sam developed and moderated quality control management training courses and implemented/chaired the Quality Control Education Committee for BIA of Riverside County.

Chet Parker, Senior Inspector Independent Contractor
Chet Parker is the Senior Inspector in our Pacific Northwest Division. His previous experience includes owning and operating a custom home building business in Beaverton.
Chet’s certifications include:

- Oregon Residential Specialty Contractor (CCB)

Leanne S. Hamaji, Project Coordinator
Leanne S. Hamaji is the Project Coordinator at PIW. Her responsibilities include the daily processing of all inspection documentation and the creation and distribution of weekly reports. Ms. Hamaji's previous experience includes over 18 years of office management and fiscal and workflow analysis for Mt. Diablo Unified School District, Federal Home Loan Bank of San Francisco, and Wells Fargo Bank.
As an advocate for local education, Ms. Hamaji is very active as an executive board member and marketing director for the Foundation for Pleasant Hill Education (FPHE) and co-founder of the Pleasant Hill Boundaries Action Committee (PHBAC).
Ms. Hamaji graduated from the University of Rhode Island with a Bachelor’s of Science.

Suzanne Schmidt, Accounting Assistant
Suzanne Schmidt is primarily responsible for billing, accounts receivable, and insurance compliancy, as well as, providing backup support for other departments at Pacific InterWest. Suzanne’s experience includes over 21 years of office assistance and administration. She has experience as a legal secretary, primarily in title insurance defense and has managed their family’s construction company for the last 15 years, performing a full range of duties including contract administration, accounting, and payroll.
